It was pointed out at the meeting that the Governmental Programme is a politically strategic document.
Committee members noted that Section IV of this Document is related to the Committee´s remit. This Section, ‘Ukraine and the World´, confirms the Government´s adherence to Ukraine´s International obligations, and its responsibility for furthering the development of Foreign Policy, as laid down in Ukrainian legislation, which includes ‘the strategic objectives of European Integration and taking a decision on the joining of NATO, combined with maintaining good relations with the Russian Federation and other neighbouring countries, as well as strengthening the leading role of Ukraine in Eastern Europe and the Black Sea Region´.
In this Programme, the Government undertakes to initiate the ratification of International Agreements related to accession to the WTO; take steps to ensure Ukraine joins The NATO Membership Action Plan and its strict implementation; to complete fulfilment of the complex of obligations to the Council of Europe as concerns legislation, including amendments to the Law ‘On Ratification of the European Charter of Regional or Minority Languages´, to bring it in line with the Goal and Subject of the Charter; to implement the Framework Convention of the Protection of National Minorities´ Rights; to ensure a more active adaptation of Ukrainian legislation to EU legislation; and to encourage the adoption of the Law ‘On Principles of External Relations´.
The Programme also includes tasks of the Cabinet of Ministers of Ukraine with regard to improvements in the co-ordination system of European integration at a political level, and completion of negotiations with the EU concerning the conclusion of a new enhanced agreement, etc.
Also envisaged are completion of procedures related to the transformation of GUAM into a fully-fledged International organisation, moves to create a wide area of free trade between Ukraine, Russia and other CIS countries, in line with WTO standards; the furthering of strategic partnerships with the Russian Federation, Poland, and the USA; a more efficient use of Ukraine´s transit potential; the commencement of a dialogue with the European Union, and its individual countries, on simplification of the Visa regime for Ukrainian citizens, moves to achieve recognition by the International Community of The Famine (Holodomor) in 1932/3 as the Genocide of the Ukrainian nation, elaboration on a Bill, ‘On the National Special Programme for the preparation and holding of the European Football Championship 2012 Finals in Ukraine´, and respective amendments to legislative acts.
